iRotate wasn't work on Windows 7, Lenovo S12, Intel chipset 945.
What about a program, the program will develop?
It's work properly on Win XP.

This is a driver, not an iRotate or Win7 issue. You need to turn to Lenovo or Intel for a driver that supports rotation under Win7.

Just to restate: iRoitate works just fine under Win7, but it requires a display driver that supports hardware and/or software rotation. Also note that even when rotation is available in the driver, it may not be available at all resolutions, i.e., 768x1024 may be possible, but not 1536x2048 or 1600x2560.
