I have an ICOP 057T panel PC.  it has a Vortex86DX processor. 
Display:  “Volari™ Z9s display chip for digital flat panel display (640x480 resolution), 32MB memory XGI compatible VGA, Bios 1.09.03
Driver: XGI, Driver date: 7/30/2007, driver version: 6.14.10.900  file: xg20grp.sys,  provided by XGI Technology Inc.
Running Windows XP embedded standard
Installed iRotate successfully.  depressing CTL-ALT-UPARROW (for 0 degree rotation) blinks the display off for about .5 second, then visible as expected.
Depressing CTL-ALT-DOWNARROW, LEFTARROW, or RIGHTARROW does nothing.
Does anyone have information on whether this display/driver can be supported by iRotate?  standard configuration is in landscape orientation; i need to support the device in portrait mode

I believe that is actually a Trident rather than a XGI/SiS GPU and it would not work.

are you aware of any other options to reorient the display to portrait mode?

You can try Pivot or Win7.

Update to this post:

Newer XGI drivers found v6.14.10.1140
They add Rotate Menu in display properties.  Screen will rotate 90deg. but the task csrss.exe consumes ~35% of CPU.  Rotate back to standard view and the csrss.exe task cpu utilization stays down.

When trying to rotate screen with the iRotate utility, I receive error:
Error loading C:\Program Files\XGI Z series Reactor v1.14.04T\Utility\xrfunc.dll
The specified module could not be found.

I look in that folder and it only contains three files: XGIDisp.dll, XGITV.dll, and XZRotate.dll

Do you know how it knows to look for xrfunc.dll and where I can find that file?

That error message isn't from iRotate - it will be from the XGI driver which iRotate calls. XGI has probably changed their driver code internally, so iRotate would no longer work. I'm afraid there is nothing you can do about that.
